1. League Settings

2. League Governance
The “RZB Rules” are a living document and is subject to change at any time. It is your duty to keep yourself up to date about the changes to this document.
The RZB operates under the following rules with a common sense addendum. If something arises that isn't covered by the rules try to apply the common sense to the problem and always do what is best for the league as a whole.
The Commissioner has the authority to act in the best interests of football.
The Commissioner shall appoint a Board of Directors (BOD) that will assist in running the league.
In the Commissioner's absence, the Assistant Commissioner and the members of the BOD shall have the short term authority to act in the best interests of football, subject to ultimate confirmation or veto by the Commissioner. All powers specifically allocated to the Commissioner may be utilized by a member of the BOD in the event of a short term absence of the Commissioner, subject to confirmation or veto by the Commissioner.
3. Transactions
All GMs involved in a trade must post and/or confirm the trade in the appropriate trade forum. The league will not process any trade that has not been confirmed by all parties to it. All confirmations must be made prior to the trading deadline or the deal is automatically void. The trading deadline is set by the Commissioner and is currently the Week *10 midweek. *STARTING WITH THE 2056 SEASON.
Note: All trades will be processed at the END of each SIM unless a special request with instructions are made to the Commissioner and both GMs confirm.
All trades must maintain the integrity and sportsmanship of the league. The Commissioner has the authority to veto any trade that does not uphold the integrity of the league and the general principle of sportsmanship. *This is highly unlikely as the league believes that GMs should run their team as they see fit, but it is possible.
Trades that put a team over the salary cap will not be processed.
Teams may not trade a player that was signed via free agency in the same season.
Brent Burton Rule: If a player who has multiple seasons left in his contract has an injury, the GM may request that the commish manually release the player in question. This will be a release and not a void. The player will receive an injury settlement as determined by the game. - STARTING WITH THE 2033 SEASON
Clifton Mercer Rule: No GM outside of the two involved in a transaction may comment in the trade thread UNTIL after both GMs have confirmed the deal. Any comments made that could hinder the transaction will result in the loss of a draft pick at the discretion of the Commissioner. Once both parties confirm the transaction you are free to say ANYTHING that you wish.
Jolee Bindo Rule: GMs are not permitted to comment on a trade block about the players posted. This violates the "don't be a douche rule" and will not be tolerated and GMs that violate this rule will be subject to discipline from the league office including up to a loss of draft pick and or expulsion from the league.
4. GM Conduct
Tanking: What does this mean? We don't want to order you around. You have the right to dismantle your team and rebuild for the future if you so choose. Everyone has the right to make fun of you if you do so, however. You have the right to play young players with poor current ratings in order to gain them experience even if you have better players. It's your team, rebuild, play for today or tomorrow, that's the fun of it. The only requirement is that if you're going to rebuild, at least try and make the best use out of your players through your game plan - i.e. even if you're developing your young players, submit a game plan that at least tries to make the game competitive.
Expectations are that you will submit regular exports. We're fairly flexible about this. If you miss several exports in a row, you may be contacted by the BOD to see what is up. Continued lack of exports and not responding to BOD members who check in with you to see what is up may lead to your team being taken away. Again, we're pretty flexible. This is a game, and real life interferes sometimes. If you know something is going to come up, or you're going to be away, try and give us a heads up. We need active GMs, but don't want to replace you if you're going to be an active owner but are just going through some difficult issues in real life. So let us know, either by posting or by responding to the emails the Board of Directors sends you regarding your inactivity. Of course, we like if you are able to write some funny (or not funny) stories and reports about your team. Don't be shy and try to share what you have in mind with the other GMs.
No GM actions may take place unless they can be processed by the game engine. That means for example that you can only trade draft picks for the next three seasons.
Any GM caught exploiting a bug or exploit in the game for unfair advantage is subject to disciplinary action up to, and including, removal from the league.
5. Salary Cap
Each team MUST be under the league salary cap when Regular Season Week 1 is simmed. Failure to do so will result in league-mandated cuts and a possible loss of draft pick(s). At all other points in the season, FOF's cap rules apply."
6. Draft
Every season the league will release a Draft 411 which includes the most up to date rules and guidelines for the College Draft.
The draft is held in the offseason, and it will be run simultaneously with the end of the first FA period using the "Conscriptor" created by J. David Baker and modified by WheelsVT.
**Important** - It's each GM's responsibility to understand how the utility works before the draft.
7. Position Changes
Any position change the Commissioner suspects was made with the intent to reduce a player's ratings either current or potential will be voided and the perpetrating GM will be subject to sanction up to, and possibly including dismissal, from the League. Otherwise, all position changes can be expected to be approved.
8. Rosters
All rosters are limited to 70 at the end of each teams' season and prior to the exhibition season. The limit reduces to 60 during the exhibition season, and then 53 during the regular season. Why? Because that's what the game engine requires. Players on Injured Reserve do not count towards this limit.
Roster violations may result in discipline from the commissioner's office.
9. Membership
At the conclusion of every season, there will be a roll call. Posting in the roll call by the deadline is mandatory. GMs that fail to do so will be replaced. The RZB Commissioner/BOD has the authority to replace inactively or disengaged GMs.
10. GM Relocation
Current GMs may request to switch to another team and have their names added to the waiting list. Current GMs that already have their name on the waiting list for a different team will have priority on moving to another team and then all other vacancies will be filled from the waiting list.
Current GMs may add their name to the waiting list for specific teams should those teams become vacant during the season. Incumbent GMs that choose to take over another team must pay compensation to the team they are leaving in the form of ensuring their former team has their full allotment of draft picks for the next three seasons or they may work out a deal involving players. Other league vacancies will be filled at the Commissioner's discretion on a case by case basis.
GMs may request to move to an open team. In order to do this, the team they are leaving must have all of its draft choices for all 3 seasons showing “in-game” and be in good standing with the league. If the team does not have all of its draft choices the GM must replace whatever picks are missing by sending them from the new team he is moving to. If the team is in total disrepair the BOD will provide conditions that must be met in order to move to another franchise.
In order to request to move to another franchise, the GM must have been a member of the RZB for 5 complete simmed seasons or 1 full calendar year of membership in the league. Preference will always be given to a GM in good standing with the league. That means being active and engaged making the majority of their exports.
GMs may request to move to another team once every 10 seasons. This is in place so there is continuity and realism to the game. The Commissioner or members of the BOD have the right to deny any GM to move if they had previously moved in the past.
11. Franchise Relocation
No team may submit a request to relocate their franchise to a different city for ANY reason. If a move is submitted in the game, that GM may be replaced and the team will be moved back to its original location. The only event that a team can move to another city is if it happens in the NFL. The RZB strives to replicate the real NFL, therefore in most circumstances, the league will move teams to their NFL counterpart city.
*GMs may petition the league to move to a new city to improve stadium conditions. In order to do so, franchises must have turf that is rated as fair or worse. Prior to relocation the franchise must have attempted to conduct renovations a minimum of 2 attempts.
If approved, a team can be moved, but it must follow a minimum of 2 attempts at renovation/construction. - Please Note: this is a move in the game only, but will NOT impact the traditional name of the franchise.
Starting with the 2046 season the league will formally track these attempts when a team of requests relocation, meaning a team cannot petition the league to move until the 2051 season.
12. Rule Changes
Occasionally, there may be a need to make adjustments to the RZB Rulebook. There are two different ways that rules may be added/changed.
Commissioner Rule Change- The RZB Commissioner is vested with the power to make a change unilaterally when it is deemed to be in the "best interests of football". However, league votes are the preferred method of making changes to the rules.
League Vote- The RZB Commissioner will post a poll for GMs to vote on potential rule changes. The vote will be decided by a simple majority except in cases where the RZB Commissioner posts otherwise. The results of the vote will be accepted and the rule change (if approved by league vote) will be implemented for the following season. In the event of a proposed rule change failing to receive enough votes to pass. The potential rule change cannot be brought to a vote for a minimum of five (5) seasons.
